Most of the sites on the Internet have a Title tag like Welcome, Home Page, Flash etc is it a good practice?
No. Almost all of the search engines give importance to the Title tags. Not only it makes sense to the search engines, it makes sense to humans who visit the website.
The Title describes the website. The first thing human see is the URL and the Title. The title should describe the website. Title tag also plays a major role in the rankings.
Most importantly the keywords should be in the title tag. If the website gives tips, resources, ideas have a title related to that or say what the website is all about.
Title tag is not the only source for good rankings but it is one of the thing which all major search engines and directories look for.
The TITLE tag should be kept between 60 - 90 characters in length. Google currently displays only approximately 60 characters of the title - some engines display more. Keeping this in mind, keep the most important keywords at the beginning of your title.
